Building a credible, evidence-based evaluation culture for Somalia.

The Somalia Evaluation Society (SOMES) is the country's newly established professional body for monitoring & evaluation practitioners — founded through an inclusive process led by the Ministry of Planning, Investment and Economic Development (MoPIED) to strengthen standards, coordination and evidence use in Somalia's development.

Why SOMES exists

Somalia's evaluation practice has outgrown its supporting structures.

Demand for evaluation has grown faster than local coordination. A 2023 UNICEF-funded Evaluation Landscape Analysis noted the limited presence and influence of voluntary organizations for professional evaluation (VOPEs) in Somalia — prompting MoPIED to lead an inclusive process to establish an independent national evaluation body.

No legally recognized professional body for evaluators, resulting in weak coordination and inconsistent standards.

Capacity Gap

No structured frameworks for training, mentoring, or certifying evaluators despite a steady flow of M&E graduates.

Policy Gap

Evaluation evidence is underutilized by policymakers, undermining accountability and resource efficiency.

Youth Engagement Gap

No pathway for youth and emerging evaluators to participate or advance professionally.

Regional Integration Gap

Limited representation in regional and global evaluation networks reduces peer learning and visibility.
